Training : Technical Quality of Service


In the late 1990s the Bangladesh power sector was unbundled, resulting today in various state owned and run electricity distribution companies.

• The levels of performance of the companies varies considerably.

• To fulfill its mandate the Bangladesh Energy Regulatory Commission will introduce Performance Benchmarking to provide a mechanism to measure and compare the performance of the companies.

• Benchmarking will use a set of established International Performance Indicators (indices) to measure technical performance levels.

• The technical performance indicators will be applied to three categories. These are
– Reliability
– Power quality
– Statistical comparison

• BERC will require that companies collect data on a monthly basis using BERC standard forms.

• BERC will calculate the performance of each company in each of the indices categories.

• A total of 25 indices have been selected by BERC by which to measure performance.

• From these 25, BERC selected 10 key indices from which to evaluate and compare performance.

• The companies will continue to provide data for the 25 indictors.

• BERC may add or subtract indices at its discretion

• The selected key indices are such that a low performance in any will signify a reduced performance in that category.

• In this event BERC will make an in depth evaluation of all the indicators in that category.
